Tashkent, Uzbekistan (UzDaily.com) - The Head of State in his Address to the parliament, critically analyzing the work done last year, emphasized the following:

“Firstly, leaders at all levels should not relax and indulge in euphoria from the first positive results achieved.

The main goal of the new parliament and government over the next 5 years is to improve the living standards of our multinational people.

In this regard, I would like to appeal to the distinguished deputies: it is necessary to develop and implement specific programs and “road maps” together with the responsible departments to address urgent issues raised by the population during the election meetings. Otherwise, deputies may lose the confidence of their voters, and parties - their authority. Indeed, today both thinking, and worldview, and the needs of our people have changed dramatically.

Secondly, we have a lot to do to improve the quality of the governance system and fully establish in society the fundamental principle: “It is not the people that should serve the government, but the government should serve the people.”

The fact that more than 1 million citizens’ applications are received annually in the Virtual and People’s Receptions of the President of the Republic of Uzbekistan indicates the need to raise dialogue with the people to a new level.

From now on, a system will be established for regular hearing in parliament and Kengashes of people’s deputies of reports of heads of state bodies and khokims on how to resolve issues raised in citizens’ appeals.

The distribution of additional revenues of local budgets, the fair assignment of benefits, the assessment of the work of the heads of executive bodies will now be carried out on the basis of an analysis of appeals to the People’s Receptions.

Each deputy should constantly interact with the People’s Receptions and actively participate in solving the problems of the population of their constituencies, live the concerns and problems of people.

Only in this way deputies will be able to fulfill their promises, justify the confidence of the people and win their respect.

Then I, not only as President, but also as an ordinary voter, will be deeply grateful to you.

Thirdly, we set ourselves the goal of entering a number of developed countries, and we can only achieve it by pursuing accelerated reforms, relying on science, education and innovation.

To do this, we first of all need to educate the cadres of the new formation, who initiate the reforms, have a strategic vision, deep knowledge and high qualifications. That is why we started reforming all the links in education - from preschool to higher education.

Science and education are of paramount importance for enhancing the intellectual and spiritual potential of not only young people, but also of our entire society. Where science does not develop, there is regression, backwardness of society in all areas, and ignorance. ”
