Tashkent, Uzbekistan (UzDaily.com) -- A moratorium on inspections of financial and economic activities of business entities has been declared in Uzbekistan. However, this rule will not be applied to inspections conducted in criminal cases and in connection with the liquidation of a legal entity.

On 22 January, the President of Uzbekistan Shavkat Mirziyoyev signed a decree “On state program for Implementation of the Strategy of Action for the five priority development directions of the Republic of Uzbekistan in 2017-2021 in the Year of Support of Active Business, Innovative Ideas and Technologies."

According to the decree, the President abolished the Republican Council for the Coordination of Activities of Control Authorities from 1 April 2018.

From 1 April, the duplicating functions and powers of the justice bodies to protect the rights and legitimate interests of small businesses, private entrepreneurs, foreign investors and enterprises with foreign investment are excluded.

The decree noted that the audit of financial and economic activities (audit) conducted within the framework of criminal cases should not exceed a month. In exceptional cases, the term of inspection may be extended for not more than one month by the Uzbek Prosecutor General or his deputy.

Starting from 1 April, criminal cases on facts related to violations in entrepreneurial activities will be opened only with the consent of the prosecutor of the Republic of Karakalpakstan, regional prosecutors, the city of Tashkent and equal prosecutors.

Information on violations in activities of business entities, information on inspections and monitoring (the basis, time for conducting inspections or monitoring, employees who conducted them, and others) and the measures taken to eliminate the violations revealed will be introduced into a special electronic information system of the prosecutor’s office .

The State Tax Committee, together with the Chamber of Commerce and Industry of Uzbekistan and other departments, is required to approve a program of comprehensive measures for prevention of violations, and the clarification and interpretation of legislation in the field of entrepreneurial activity.
